On April 7, according to the news on the website of the Ministry of Agriculture, the Ministry of Finance and the Ministry of Agriculture recently allocated 143.4 billion yuan for comprehensive subsidies for agricultural materials, direct subsidies for grain farmers and subsidies for improved varieties of crops, and requested that 20% of the comprehensive subsidies for agricultural materials allocated by the central finance be adjusted and arranged, together with pilot funds and subsidy incremental funds for large grain growers, to support the moderate scale operation of grain as a whole.
The Ministry of Finance and the Ministry of Agriculture will carry out adjustments and improvements to agricultural subsidy policies and pilot implementation work. The overall support from the government for farmers will not decrease, but subsidies for farmers with different grain planting scales and operating methods will be adjusted. Emphasis should be placed on the moderate scale operation of grain, and different forms of moderate scale operation should be encouraged in different ways.
The Ministry of Finance and the Ministry of Agriculture require all provinces (autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan) to adjust and arrange 20% of the funds from the comprehensive subsidies for agricultural materials allocated by the central government, plus the pilot funds for large grain growers and the incremental funds for subsidies, to be used as a whole to support the appropriate scale operation of grain. Focus on new business entities such as grain growers, family farms, farmer professional cooperatives, and agricultural socialized service organizations. Various regions should adopt effective methods such as agricultural credit guarantees, interest subsidies, cash subsidies, and major agricultural technology promotion subsidies according to local conditions to support new business entities in solving the problems of difficult and expensive financing in moderate scale grain operations, improving the level of intensification and socialization of grain production, and transforming the development mode of grain production.
The Ministry of Finance and the Ministry of Agriculture will soon issue guidance to guide various regions in adjusting and improving agricultural subsidy policies.
