In order to accelerate the transformation of agricultural development mode and achieve zero growth in pesticide use by 2020, the Ministry of Agriculture has created 218 demonstration bases nationwide this year, and organized pilot projects to promote the integration of specialized unified control and green prevention and control of crop diseases and pests.

The integration of specialized unified prevention and control with green prevention and control refers to the integration of the organizational mode of unified prevention and control with the technical measures of green prevention and control into a comprehensive technical service model, which is demonstrated and displayed on a large scale, gradually realizing the large-scale implementation and standardized operation of green prevention and control of crop diseases and pests throughout the entire process. Integrated promotion can effectively enhance the organizational and scientific level of pest and disease prevention and control. It is an important part of achieving comprehensive pest and disease management, pesticide reduction and control, as well as a major measure to transform the agricultural development mode and achieve quality and efficiency improvement.

Pilot projects will be promoted through integration, with a focus on crops such as rice, wheat, corn, potatoes, cotton, peanuts, vegetables, apples, citrus, tea, etc. 218 demonstration bases will be established to form effective organizational forms and full process technology models suitable for different regions and crops, and the demonstration will drive large-scale promotion and application. While ensuring the effectiveness of prevention and control, the use of chemical pesticides has been reduced by more than 20%, the quality of agricultural products meets national food safety standards, and the ecological environment and biodiversity have been improved.

The key focus of the pilot project for promoting integration is to focus on three aspects of work: first, specialized unified prevention and control. Relying on specialized service organizations for disease and pest control, new agricultural management entities, etc., we will carry out specialized unified prevention and control governance, focus on supporting the development of full process contracting services, and improve the degree of organization in disease and pest control. The second is full process green prevention and control. Mature and optimize green prevention and control measures such as physical and chemical induction, biological control, and ecological regulation, integrate and promote the full process green prevention and control technology model with ecological areas as the unit and crops as the main line, and improve the scientific level of disease and pest control. The third is scientific and safe medication. Scientifically select and rotate the use of high-efficiency, low toxicity, and low residue pesticides with different mechanisms of action, vigorously promote new and efficient plant protection machinery, popularize scientific and safe drug knowledge, and improve the level of resource protection and utilization.

In order to ensure the effective and orderly progress of the pilot work of integrated promotion, the Ministry of Agriculture requires all levels of agricultural departments to strengthen their responsibility implementation, increase support, strengthen training and guidance, pay attention to publicity and guidance, gradually form a mechanism of "government support, market operation, diversified entities, and professional services", continuously expand the scope of application, and strive to achieve comprehensive pest and disease management, pesticide reduction and control.
